Cant get the darn thing to stay running

OK Fastwin 18, just rebuilt the carb, can get her to fire and run for a few seconds. After she dies she will not restart until the plugs have been removed and starter pulled a few times.
Well I would have thought this ment she was rich, but she will only fire when choked.
I have no idea what the carb baseline settings are, I set the low speed at 3/4 and high speed at 1.

The initial setting for your slow speed should be 1.5 turns out. Here is the procedure for setting a carb.
