Can not shift out of FWD after lower unit install?

I have a very hard shift out of FWD cond after I installed the lower unit..
Seems like I can not get enough cable lenth to adjust..

Could I have not been properly aligned with shif rod?

Not sure If I had the lower unit in "N" or not? might have had it in gear?

If you are reinstalling your LU and didn't move your shift shaft adjustment it should be ok. Maybe it is binding. What model engine?
