Boating can be made safter by helping to eliminate the reason why boats are crashing, not by making people safer in the event of a crash (wearing a pfd), in fact, I'd bet that you are safer if you boat with a helmet on than with a pfd. All the arguments in this thread were more based on people being thrown overboard and knocked unconscious.
I'm all for more boating speed limits, especially in narrow areas.. I'd take a speed limit over making girls in bikini's wear a pfd any day.
