BF200 Cranks but no start...

2003 200 hp honda outboard. I know I have a fuel issue but can't figure out where the problem is. I have had the same fuel in the tank for a few months now and when I ran it last the motor died out. I thought it I ran out of gas so I bout some 100% gas to be able to run it again. Well the motor cranks but NO START or FIRE.
Symptoms:
MY Racor water seperator, and both fuel filters on the engine have less than 10 hours on them.
Fuel seems to have a slight rust contamination.
High pressure pump primes when the key is turned to the on position.
The priming bulb does get hard and stays hard.


QUESTION1: I pulled off the fuel line from the bottom of the high pressure pump assembly and tried to prime. fuel barely dribbled out. I also noticed that their is only 1 fuel line the goes into the high pressure pump. Im use to a car fuel pump that has an in and out. Is this not the case on outboard and how does the high and low pressure pumps work together? it work?

QUESTION2: Will bad fuel cause a no firing situation? The motor wont fire up at all.
