Looks like the boat is on a trailer, but also looks like they had to take the tires off. Or maybe that is the rare yet silly reverse tilt trailer option!
Also gives my mind rise to some potential forum questions on some boating forum somewhere...
"Hey guys, I have been noticing a strong smell of fuel on my boat when I put the tires back on and take the cover off...."
