Applying for title

I'm trying to get a title for a '75 Starcraft and I'm not having much luck. The boat is located in Florida and was last registered in Minnesota in '08. The states of Minnesota and Florida have been of little help in the matter, the last registered owner is deceased and the person who sold it to me had none of the paperwork. Shouldn't there be some way to apply for an abandoned watercraft title or maybe even a home made watercraft title? I'm pulling my hair out!

Florida, you can apply for homemade title. the state laws makes criminals out of a lot of us.

form to fill out, hope it is under 16" like 15'9"
