another fuel question

Sorry to be laboring this question, but I don't want to spend money for a new part if I don't need it. When I start the engine first time it has been starting and when I give it gas to increase the idle it stalls as if it is starving for gas. Lines are not kinked, filters are clear, no water in seperator. Is this a fuel pump issue or a carb issue. once it gets going ( usually after 4 times )it runs good and if shut off will re-start immediately. It still smokes a lot at idle, didn't know if that pointed toward the pump :eek:

sorry about the lack of engine info --1993 200hp evinrude. about 50 hours on rebuilt powerhead
