Alternator not charging after pulley rust cleanup

I had a pulley rust issue that put putting black belt dust everywhere. To fix the issue, I removed the belt, cleaned up the alternator and PS pump pulleys with a wire brush on a drill, then repainted the pulleys in place. My alternator is no longer charging after the repair.

There are two possible causes I can think of....
- I sparingly sprayed water on the front of the engine to remove the black dust and did splash the alternator,
- I spun the alternator forwards and backwards while wire bushing the pulley, not sure if backwards would hurt anything or not.

Any opinions on what the cause of the issue is?

(dash volt meter reading 11-12 volts after a few hours of running, in cabin volt meter confirms. Battery has gone down after use, but have 2nd isolated battery to switch to. 2003 5.7 GXi)
