96 115 ELPTO Running Issue

As I have some knowledge of Johnson/Evinrude this Mercury is new to me and I am having an issue with WOT performance. I've read that this engine is a 2+2 and I think that is where my problem lies. The engine is in good condition, compression is between 132-135 on all four cylinders, have great spark of 7/16" or more on all cylinders and I have performed a static timing check and link and sink and it's right on the marks.
I understand that at idle only #1-2 are being used and as the air flow in 3-4 increases they deliver the proper amount of fuel to get the cylinders to fire? Is this pretty correct? Here's the problem! When the throttle is open to WOT the engine just doesn't accelerate properly, it's on an 18' Star Craft but won't plane off and runs about 16 MPH. I am suspecting carb issues on 3-4 but is there anything else that controls this issue? The Service Manual is pretty vague about this.
