92 Johnson 15 horse won't start or run

This is my first post... I test drove the boat and both the 150 and 15 horse kicker started and ran fine. A week after I bought it the kicker wouldn't start, but it would turn over. Now when I turn the key on the kicker nothing happens at all, except when the steering wheel is turned all the way to the left and i jimmy the cables around a bit. When it would turn over water came out of it normally and i could see some exhaust smoke. I have replaced the spark plugs since i bought the boat.

.15 hp johnson motor model # J15RELENM. Serial # G03055512. Any help or suggestions greatly appreciated

Jimmying the cables sounds like a connection problem. Check battery and cables all the way to the starter.

edit: If you have a volt meter, you can check for 12V at the solenoid, and starter (when key is ON).
