89 Johnson 60 hp tilt trim

The tilt trim takes a good 8-10 seconds to start coming back down. I hear the motor engaged/ spinning. Has done this since I bought the boat.

Do the two trim cylinders retract during the 8 seconds you hear the trim motor spinning?

Have you visually checked to see if the oil reservoir full?

I will check the oil level when I get home today and also whether the cylinders are retracting. Thanks
