89 cavalier prop question

wondering what people have on similar boat for a prop.
89 22 foot cavalier 4.3lx merc alpha one
wot 4200 rpm with full fuel, water tank empty, and 4 people onboard.
has a 17 pitch prop on it. has a hard time getting on plane with trim tabs down, and rpm is out of spec (4400-4800)
bought boat end of last season and guy said he changed prop to give him better cruising fuel economy came with spare prop 15 pitch. witch i assume is the original. do to the fact he was original owner and had all the original paper work for the boat.
or should i leave the prop at 17 and try one of those hydrofoil fins.

G'Day Mrchev,

Have you called Merc? I had an issue with not being able to get to WOT with my Volvos.
A quick phone call to Volvo had me with a range of options to resolve the issue including prop' options.
