87 cobra 17 ob bilge wire ?

boat has 2 wires going towards pump and of course 2 from the pump. single on off switch on dash. question is are these the hot and ground, or does pump ground to battery making these wires both parts of the + side? ciurrently no volt or cont. in wires

If it's a manual bilge pump, the wires should be brown (+) and black (-). The black should go to the negative battery terminal (or buss) and the brown should go to one terminal on the switch. The wire from the other side of the switch should go to the fuse block. Check the fuse.
