i am thinking of buying an 1986 carver boat, is it easy to add air to this model, and is it costly

Depends on what you consider 'easy'.
What size Mariner? They were made from 28 to at least 38 feet.

Basic installation:
-set A/C unit in place
-install ducting (supply and return)
-install circulating pump, intake and discharge thru-hulls
-run all water lnes
-run condensate line
-connect electrical
-install thermostat

As far as cost, a basic 12000 BTU unit with reverse cycle heat should run about $2,000- not including the equipment needed to install. Figure another $400-500 for that and you're at $2,500 with no labor.
Depending on the boat size and geographic location, a second A/C unit may be required for proper cooling.
