'76 Evinrude 9.9 -- plugged high speed jet?

Hi All --

I'm pretty sure I know what's going on, but want to get more feedback to confirm.

I recently acquired a 1976 Evinrude 9.9 rope start. Good compression (90, 93), good spark in both cyls (>1/4 in). Starts with difficulty, and only runs if the low-speed mixture knob is set to VERY RICH. Even with the throttle on start or higher, it dies if I turn back the low-speed mixture knob.

Sounds like a plugged high speed jet?

I've also just acquired a 15 hp carb from a '77, and I'm in the process of cleaning that out and waiting on a new float (has cork) & carb kit. Looking forward to seeing how she runs w/ the clean carb.

Could be or be plugged idle air holes under the top welch plug.
