70s model lowe bass boat restoration

My neighbor has a 70s model Lowe bass boat. He is the second owner. He rebuilt it a few years ago but it has been sitting since then, most of the time uncovered in the weather. He has mentioned about me buying it to rebuilt. I have not seen it yet. I have already rebuilt an 18 foot Starcraft deep v so rebuilding the hull is not an issue, especially since it is an aluminum deck. I am concerned about the outboard and other electronics. I have read about how to start an outboard that has been sitting. What about the outboard electronics and gauges in the dash? Thanks for any tips.
