2000 Johnson 90hp vro

Engine has less than 40hrs. problem started with oiling down the engine. checked filter, anti-syphon valve, hoses & connections. Cleaned and primed system. Ran fine 2 trips then oiled down again .Removed oil tank capped off lines and started mixing. Runs good up to 4200rpm acts like it has a govenor on it. can pump fuel bulb to check for pressure going down lake,no diff. Tried with oil side of vro open,no diff.Checked vent.Checked heat sensor. Has no missing & does not bog down. Customer getting frustrated. He took to dealer first, they told him all systems checked out fine. Engine is on a Triton. Was told this may have a rpm limiter for oil system.

Drain the 2 carbs right side of engine, look for trash, silver color, or black. If you have trash I would clean all carbs, and hoses on engine. Check pack. output to coils at full throttle in water. Check for coil arcing to powerpack cover. Compression? Dont overlook the ignition, there were defective switches, and inproper installation. What do you mean by over oiling? Should burn 50/60 to 1.

It was oiling so much, power falls till spark plugs completly foul out. Have cleaned carbs. no contamination found. Have it narrowed to ign. control systems. I think.
