1997 9.9 mariner 4 stroke electrothermal valve problems

So I'm trying to figure out if this thing is frozen or even wired correctly. When starting the choke doesn't seem to work and Tbe engine takes 5-10 of cranking and screwing with the trottle to get it going. When I do get it going I gotta feather the throttle for a min or 2 till it's warmed up then it's good to go the rest of the day. Idles fine runs fine. Is there a good way if testing these?

Yes I have not. I actually cracked the swivel mount and will have it up and running today. That woukd be great thank u much!!
