1995 Johnson 200 Ocean Runner will tilt up, but not down

I have a 1995 Johnson 200 Ocean Runner that will tilt up, but not down. I can here it clicking, but there is no movement down. Any help/input would be appreciated.

try switching the relays...they just pull up and out and they are easy to replace......bob
