1994 Mecury 100 hp running poorly

Engine is timed to specs and is running like crap.It is backfiring about every 2 seconds and sounds like it is only running on 2 cylinders.I have checked to ensure i am getting spark to all cylinders and i am.I am about to syc and link but dont think that is the problem.Also I have just cleaned all carbs from top to bottom.

We'll sync and link fixed it and the timing had to be adjusted again.
