1993 48 hp spl 2900 rpm engine dies

i have noticed that at 2900 rpm motor surges and drops revs wont go over 2900 rpm.how high rpm should this engine go?also noticed fuel bulb deflating and fuel tank has vacum when cap opened.have replaced fuel pump and some fuel lines,will replace all this saturday.need help

you have a clogged fuel tank vent or are not opening the vent. plastic tank has know usually in center of the cap. you motor is starving for fuel. the fuel pump cannot suck fuel out of a vacuum.
