1992 Alpha I Gen II Outdrive- Engine Stalls in Neutral

I replaced the bellows and shift cable last year, and I went to go out this year and the boat starts with no issues when I am in Nuetral Forward however when I pull the throttle back into nuetral the boat stalls out. Any suggestions what needs adjusted??

improperly routed cable,damaged cable. too high an idle speed

Do you mean the shift cable or the throttle cable....
