1989 40 hp Evinrude tilt issue

I told my neighbor I would help him today with his tilt issue on a 40 hp 1989 Evinrude on a pontoon. Tilt goes up ok, but now it won't go down. No pump noise when tilt switch is pressed for the down position. Switch, relays, what is most likely? Where to look for relays? Is there an emergency pump release to get it down like on my Yamaha, if so where? Thanks for reading and looking forward to your response.

Yep, pump release is the screw at the bottom. I think you go in from the side on that one. I believe the relays are on the back right side but they changed the place of them a couple of times. If it goes up and not down I would guess relay first. The green wire is down the blue wire is up the red wire is power.
