1988 dt85 suzuki prop question

I am running this motor on an 18' semi v aluminum bass boat with a total weight of aproximately 1400 pounds. It doesn't do a bad job coming out of the hole with just 2 people in it but when you go from 3-6 people it gradually gets slower. Trying to pull a tube or skier is out of the question. I have a 13 x 19 pitch prop on it which I now know is over propped. The rpms hang around 3800 - 4000. I am strongly considering dropping down to a 15 pitch prop and wanted to hear thoughts on this. I ran it this weekend and had 4 adults in the boat. With the 19p it took awhile to plane and the max rpm was around 4000. The motor sounded and ran great. If it needed to be link and sync would this be a result or is it just a prop issue?

After talking with a dealer he sugested the prop first. If the motor is running good the sync is probably ok.

I run a 15p on a Fish n Ski, with 87 DT85. It has great holeshot...pulls up me and my buddy (190 lbs) with our wives onboard as well...no problems at all. 5500 at WOT.
