1987 Yamaha 115 fuel delivery

I'v struggled with possible carb problems for several years. Finally, I broke down and bought new carbs. Still have the same problems. Choke it and lift the fast idle and it fires up and revs high. Try to throttle down and it shuts off.
I've tried everything. I recently had to replace a couple of pistons. Compression on all cylinders is good.
How can I check to see if there is a leak where the block halves are joined together. It just isn't getting fuel to the cylinders.
Oh, I've also replaced the reed valves. That was a waste of time and money also. One more thing, Compression on one cylinder is a little weak. It's the one that operates the fuel pump. I can't see where that would cause problems with the bulb pumped up tight and just trying to run it in the backyard.
Anyone had luck with low PSI electric fuel pumps?
