1983 50hp Carb Needle Initial Setting???

Model# 6308902, 50hp. Just finished rebuilding the 2 Tillotson Carbs on my son-in-law's motor. On the upper rear left of each carb we replaced the small spring and needle. I'm not sure if they are for air adjustment or fuel adjustment. I looked them up on a parts diagram, but they are not listed. They just come with the carb rebuild kits. Are they for air or fuel? What is the initial setting after a rebuild? How are they adjusted on the water.

Basic setting is 1 1/2 turns, then adjust them in the water in gear

Laddies: thanks very much for the response. One more question tho', does it matter which I adjust first? Top carb? Bottom carb? Thanks again.
