When i'm open throttle, occasionally engine begins to bog and eventually shut off. I feel like it may be a fuel problem but not too sure. spark plugs look good, distributor cap is clean and i installed a new rotter.

This doesnt happen all the time maybe 2 times everytime im out

when it bogs and shuts down i check the manual fuel pump and it is usually empty and takes a few pumps to fill it back up

Could be the fuel pump. But two things have gotten me with fuel delivery and have become the first things I check: 1) fuel line from the tank to the pump. Make sure you don't have any leaking. 2) Check the push rod that pushes the pump. I had a oil weep hole clog one time and it ground the push rod down about 1 gazillionth of a millimeter ... or just enough to stop working most of the time ;)

If I'm not mistaken (and I may very well be) your pump should be mechanical and should have a rod that it connects with coming out of the engine block. You'll have to take the pump off to check it.
