Engine only will start with help ie: Quick Start. Choke is very responsive but when I open butterflies gas flows out of carbs. When I get it to run, "Bobs My Uncle"! Could it be a stuck float. Winter is a good time to re-build carbs but not now. Has not seen water for over 2 years. Planning on taking short tour Tuesday. Suggestions welcome, thank you!

Suggest you get the service book.
www.outboardbooks.com

Realize if the carbs need rebuilding you can very easily and quickly melt a piston in one outting.

Otherwise theres not enough info in your post, if you're unfamiliar with outboards they need to start a certain way, unlike a car.
You might be overchoking it, hard to say with so little info.
