1970? mercury 800 thubderbolt

Ok, any help is very much appreciated..

I bought this motor off craigslist for a project boat, and was told it was in running condition. I don't think it's too far from that, but it's not there yet. The main problem up front is that the starter just spins, the bendix won't engage. From what I have read on other posts here, this is typically due to a bad connection, where the starter is getting the right juice for full power, so I disconnected my lines, and hooked a battery charger directly to it. This have the same result, what does this mean?? Bad starter? Would it spin at all if it's bad? It's running clockwise, could it be rebuilt backwards??

Positive battery power to the side stud and negative to the case (ground).

Check your serial Nr. to make sure the wires on this diagram are correct
