1969 Johnson Outboard - needle and seat

is there a good way to tweak the needle at the carb float so it is properly seated? It seems like when the float is horizontal, the needle is still not all the way in. This is why I am flooding the engine.

First question is, are you sure you have the right float valve?

The one that i ordered is identical to the old one. It looks like it needs to go in another 2mm.

are you saying that if the float was adjusted so that it was not level it would seat the needle? sounds like this may be an issue with the float to me?

Can you post a pic and give us the specifics on the motor?
