1969 Johnson 40HP - Engine is Flooding

okay, the engine is flooding. Runs great when I let the fuel poor out the bottom of the carb bowl, runs bad when I carb bowl nut back in. I replaced the carb float and fuel pump. It still seems to flood. Could I have a faulty fuel pump? Bad diafram? It doesnt seem like the needle goes bad very often so i am puzzled. If the diafram is bad, could it force more fuel than what is needed into the carb?

When I pump the ball, it doesnt get firm. It just sprays out of the carb. I think the needle is not seated. I'll order another one and try it out.

Needle is not seating or float is not floating.
