About 1 turn out from lightly seated for the high speed and 1 1/4 turn out for the low speed. there's a really helpful set of instructions on carb. adjutments in the FAQ section by Joe Reeves. I've referred to them a million times and always found them helpful.

Yes, the low speed is always on the top and the high speed is always on the bottom for all older engines... (dunno about the newer ones)

I thought it worth mentioning that these are only initial adjustments and have to be fine-tuned with the motor running. The high speed can only be adjusted perfectly with the motor running full throttle on the boat. I usually have good luck setting the low speed with the motor running in a barrel. Most of mine wind up about 1 turn on the low and 3/4 turn out from lightly seated on the high, but they're all a little different. Sorry, I forgot to specify which was which!
Good luck,
That's a nice motor.
