Are you talking about one of the 3 core plugs/Welsh plugs/Expansion plugs in the cylinder head? They are part number 306442, any Evinrude dealer. Old number was 27-309, changed to 0027309, changed to 306442.

Pure simplicity. First, of course is get all the old one out. The new one will be dish shaped. Lay it in the hole, dome side out, and flatten the dome with a hammer and suitable punch or rod or bolt---whatever you have laying around. But don't go beyond flat or it will get loose again.
