18 HP Johnson choke issues

I have a 1967 Johnson 18 HP, the motor will not run without being at full choke and doesnt seem to want to open up all the way, even after motor is warmed up if you push the choke back in motor coughs then dies.

Sounds like it needs a good carb cleaning. Especially check the high speed jet.
