115 Mariner Losing Power

I just got my 115 Mariner back from being rebuilt. It ran good for about 15 minutes but then started intermittently losing power. It just started reving up and down without me touching the throttle. The gas is over a year old and I suspect my carbs might have an issue because it idled a little rough at first. Should I replace my gas? Can I add some type of carb cleaner to the gas? Is there an fuel filter on this engine? Any help would be appreciated. My dad did the rebuild (his first on something other than cars and tractors). He said some rain may have gotten on the carbs when he had them off. Any thoughts on what I should try first?

if he didn't rebuild the carbs, do it. get rid of the year old gas. if running a built in fuel tank you need a fuel/water separtating filter sized for the engine. how well would your body run on poluted water.
