We have 1953 10 HP Johnson Sea Horse with 18" (short) shaft. Our Siren 17 Sailboat requires a motor with at least a 22" (long) shaft. (1) Is 10 HP too much power or too much weight-wise for a 1978 Siren 17? (2) Are there brackets that can lower the motor enough yet not damage the boat, and are there devices permitting safe steering and control with the lowered motor?

ES,While you could use your motor it is way more than you need. Its to heavy and to hard to raise and lower. 3 to 5 horse would be plenty.
There are brackets to raise and lower the motor.
You need to determine what length you need for best position for control. There are motors designed specifically for your needs.
Many just set the motor straight and steer with the rudder.Check the various marine and sailing catalogs for control options.Possibly even the iboats site.
Good luck.
