2003 Nissan 40hp outboard jet,starter relay or soleniod

have checked all connections,relay makes a clicking sound,sometimes it starts right up,guide on the rivers here in Arkansas and use the elect. start a lot,replaced starter last year,battery is new.Tried with the cowling off and could feel the relay clicking.Any thought on weather its the relay or solenoid would be appreciated.Thanks,Steve

also some times when its clicking,I can turn the key off then on and it will start.

Manually jumper the relay to see if the system starts, if it does you know the relay is the problem and needs replacing.......Don
