1960 Johnson 5 1/2hp wont run wot at first (bogs)

I have a 1960 johnson 5.5 hp that my uncle gave me. Its been sitting with the carb dry for a few years so I gave it a good look over. He said it would work great one time then really "aggravate" you the next. So I ran it in a test tank and it seemed to work well so I put it on the 12ft boat and took it out.
It starts great, idles ok, and revs alright most of the time under no load. But when you put it in gear and move the throttle to fast it only runs up to about mid rpms. I thought thats what it was gonna be until it started to "spit" but in a good way. It would speed up a little at a time until it ran how I think it is supposed. After it gets going it runs great but when i throttle down or especially shut it off it will bog for a little while until it takes off again, and the longer its off or throttled down the longer it takes to pick up again but if i throttle down and turn it up right away it acts great. no delay.
I've played with the choke and low and high speed jets which act as it should when I play with them the only thing I can think of it the timing but its a manual timing and I dont touch nothing when it takes off so its definately something else but I have no clue as to what it could be. (im learning 2 strokes, but im great with any 4 stroke)

Could be intermittant coil problem. Once coil warms up it could be misfiring. Check spark once she's warmed up and make sure she's firing on both cylinders. If spark is ok, then a carb clean/rebuild is in order.

If the coils are original, they are cracked and shot. Pull the recoil, and the inspection plate on flywheel and spin clockwise to see. I checked the spark and also the coils, points, points gap, and they are all new. My grandfather and uncle replaced all of them because of some problem they were having, they even replaced the impeller thermostat and had the carb rebuilt, but I think I will do that again, could it be a reed problem, the reed plate housing looks like the original.

And as far as the coil pack being missing intermittently, it dosent seem that way because once it opens up it runs great at full throttle for at least 45 min. ( I know that because I ran into 3 guys in a 12ft boat whos motor died and it took that long to tow them back. and once the motor "kicked in" it ran like a champ all the way to the dock. which was several miles)
