96 Glastron 5.7 bogging, surgina, and not reaching over 3500 RPM

Hi everyone. I hope there is someone out there who can help me out with this one. I have my aforementioned boat on the water yesterday and it started up great. As soon as I tried to take off however it bogged out badly and SLOWLY crept up to about 3300 RPM. Once at 3300 RPM it surged randomly. This boat is good for 50+ MPH however I cannot get it above 35. It doesn't matter if I hammer the throttle or slowly bring it up. I have done all my seasonal maintenance i.e. oil, fuel water, etc. I have checked the fuel filter in the carb. I cannot however check the pick up at the tank as I cannot access it. Could this be the fuel pump? Is it time to rebuild the carb? I am hoping to find some help before the whole "throw parts at it in an attempt to fix it" scenario. Thanks for any help!

Could be...

trashed out carb
fuel pump
water in fuel
coil
cap
rotor
that fuel check valve you say you cant access

Water in fuel probably the most common. Id check the coil next.

BTW I'm just an owner operator that turn wrenches...

The mechanics that do it for a living will likely advise here pretty quick. They would know the most common problems.

List of possible causes of low WOT (Wide Open Throttle) rpm.

In no particular order

Engine Won't Reach Operating RPM. Check

1. Fuel condition. Type and Octane possibly old fuel
2. Propeller pitch or diameter, damaged blades
3. Restricted fuel pickup tube or anti siphon valve Fuel System Test
4. Crankcase oil volume, high oil level can cause aerated oil and lifter collapse
5. Marine growth on hull and outdrive
6. Wrong gear ratio in outdrive
7. Restricted carburetor air intake (clogged flame arrestor)
8. Restricted exhaust system (broken exhaust shutters/flappers) in engine transom shield or drive
9. Poor cylinder compression Compression Test
10. Carburetor defective, or wrong type.
11. Fuel pump pressure and vacuum
12. Boat overloaded, improperly loaded, or improperly trimmed.
13. Engine Overheating
14. Engine timing and ignition system operation
15. Remote control cables and linkage for proper travel to open throttle plates fully.
