Resistors normally fail by going open, How did you measure that 4 volts coming out? Red test lead of your meter on the output side of the meter, black test lead on a good clean ground. You do not measure from either side of the resistor, that is just a voltage drop test.
Also, charge your battery, 11 volts is a dead battery and will not turn your engine fast enough to start.
