I don't think the oil that is under the flywheel is related to the oil running down the lower leg. The stuff on top looks too dry and has probably seeped though a gasket because one or more of the bolts aren't tight. Could be coming from the top crankshaft seal though. The stuff that is running down the leg is probably oil residue from a fuel leak. Maybe flooding from a stuck carburetor float. Check fuel lines and around fuel filter/pump to ensure there is no leakage there
