Lower Unit- shift rod problems

Hi, I have a 1995 9.9 mercury outboard 2 stroke motor. Yesterday i had to take apart the lower unit so i could replace the impeller. I got it all put back together and took it out on the lake today. Ran great except for when i shift it in to neutral. When in neutral I can hear the lower unit clicking like it is not completely out of gear. Come to find out the shiffting rod that connects to the lower unit will free spin, apparently thats how you adjust it. I didn't know that so i never paid attention to it. Any way does anyone have a measurement or a trick to getting that rod adjusted back to where its suppose to go?

16-1/2" (short shaft) 22" (long shaft) from the top of the bolt that holds the water pump on to the center of the hole on the shift shaft where the lever pin goes through.
