Throttle Cable Question Merc 175 EFI

1997 Merc EFI 175, had throttle cables replaced and am now topping out 10mph slower, pretty sure my throttle cable needs to be tightened to open up fully - is this as simple as adjusting the trunnion nut where the cable attaches to the motor? I messed with that a little bit at first and it didn't turn easy so I didn't force it.

If the trunnion nut can't be tightened any more, what would I be looking at next?

Probably not hitting the throttle stop, this would limit TPS voltage from sending WOT to the ECM.
