need some advice on prop please

I have a 1995 baja 19ft bow rider. 2800 lbs 350 5.7 4barrel 250 horse thru hull exhaust alpha one drive. Brand new motor less then 6hrs on it so far. Here is the question the prop is a 14 5/8 23pitch mirage ss. I can not get the boat to go over 4100 rpms. I have checked everything I can to make sure the motor is running perfect and it is, great throttle response timing is dead on, plugs, wires, cap, rotor, coil all new. It will go to 3900 and when I trim the motor up I can get it to 4100. Rpm for my motor at wot is 4400 to 4800. I think the boat should do about 60mph. I didnt have my gps to tell me my mph at the 4100 rpms but I know at 3000 rpm I was running at 36mph when i was breaking the motor in. Also the 4100 rpms were with 4 people in it. Will a smaller pitch prop be the right answer.

I think I would be sure its well broken in before a prop change.A 2" pitch change same brand same model should yield "about" 300 to 400 rpm

If your motor is in top tune and your tach is on..They can be off...Lower your pitch down to a 19 or 20 ...Your lugging that fresh engine..not good

Thanks a lot guys, The engine is broken in. I did about hour and half at 2500 and then 3000 at another hour and half and then ran it at 3500 for about a half hour and the laid into it. I will take it out one more time to see if anything changed since the engine is getting looser. Then I will go to a prop change. Thanks for the advice.
