Two of those hoses may be vacuum/pressure hoses to cause the pump diaphragm to move and pump, only one will be the fuel output. Having said that, you can put the filter anywhere you have room. It makes no difference whether it is before or after the bulb. It just has to be in the fuel circuit. If you do not have a water separator thats not a bad idea either. My particular filter(s) are immediately after the fuel tank, which is under the rear deck.
