90hp V-4 tilt trim problem

I just purchased a boat with a 88 90hp johnson. Not really familiar with the tilt trim system. It will tilt up and down fine under about half throttle but anything over that it will not trim up. tried trimming it up then going but it just pushes itself back down. Any ideas?
