1992 Alpha Gen 2 oil seal carrier

Hello all
1992 Alpha Gen 2 #OD648230
I'm trying to remove the oil seal carrier under the water pump and it won't budge. It's probably original and it appears to be aluminum or bronze. Any tips, tricks, do's or don'ts?

Its plastic. I use punches in the two holes, and be prepaired to replace it. 'nutcase

It is metal. I tried using punches in the holes. Then tried channel lock pliers to try twisting it loose. They dug into the metal but no movement at all.

Sorry. 2-16 is right. #18-carrier. It's metal and it's stuck good! I'll get it out one way or another.
