89 7.5 exhaust pressure in cooling system ?

Impeller is good , All gromets and tubes sealed well. exhaust side cover and Cylender head cooling cover still running hot to to the touch, pumps a strong stream when thermostat opens but spits a little steam at shutting down. . the exhaust cover screws were dripping to the outside of the cover I made an attempt to reseal the screws and the tattle tale stream improved. is there a way to be more sure of the problem before I take off the exhaust cover and plate to examine the condition of the seal on the mating surfaces? Also . Can gasses transfer to the cooling system by way of the powerhead base gasket breach?

I posted the question twice because the site indicated that I was not logged in after logging in and starting new post this happened when I hit the submit button and I was unaware that it posted twice . In retrospect I whould have just went to the forum and checked that it had posted or not.
