'86 200gt timing

I have a 1986 200gt johnson, j200stlcdr, that i am having issues with setting the timing on. With no.1 at tdc, it is within a couple of degrees of the tdc mark on the flywheel. When i put a timing light on it, the timing marks are approx. 30 degrees off the pointer back counter clockwise. Ring on inner hub of flywheel does not appear to have moved(don't know for sure). Any way to know without putting it next to a good flywheel? Could it be a bad timer base? I ran a resistance test on timer base at power pack 4 wire plugs and got 43 ohms +/_ 1 ohm on all the wires, which is within spec according to my book. Any other test on it that i can do?
