1980 johnson60 HP carb questions

I just bought a 1980 Johnson 60 HP (J60ELCSR). It idles rough and uneven. I looked for a low speed jet to adjust and I must be blind! The carbs are #825348 and I would swear that they have fixed jets at both the low and high speed. Am I just blind and crazy? I have been away from boats for about 40 years and I know things have changed, but no jets to adjust? Even the parts diagram I have does not show any adjustments. I need help!

Here are pics of the carbs. I am holding the screw that is on top of the low speed orifice, It has a fiber washer seal still in the body. Carbs were rebuilt just before I purchased the boat.

Can this carb be converted to a standard needle valve type low speed jet so there is some adjustment to smooth out the idle? Has anyone heard of this being attempted?
